Why This Page Exists

Calgary is the one Alberta city where the municipal process genuinely differs from the rest, and it catches contractors who move between markets. On top of a contractor business licence, the City maintains a City Qualified Tradesperson register, and pulling a trade permit requires being on it. A crew that works Edmonton and Calgary cannot assume one city's process covers the other. Everything provincial — 5% GST with no PST, the compulsory-versus-optional certification split, the Prompt Payment and Construction Lien Act clock — applies here identically.

Trade Permits Need City Qualified Tradesperson Status[1]

This is the part that surprises people. To pull a trade permit in Calgary the City requires you to "have a valid trade certification and be registered with The City of Calgary as a City qualified tradesperson", and to "have either a valid contractor's business licence with The City of Calgary or have been added to another business licence as a City qualified tradesperson". You also need a VISTA account to transact. The City names the qualification per trade: Master Electrician for electrical, Journeyman Plumber for plumbing, Journeyman Gasfitter for gas, Journeyman Sheet Metal Worker for HVAC.

The trade permits Calgary names are electrical, plumbing, gas, HVAC (mechanical) and gas fireplace installation. The City doesn't publish an exhaustive list beyond those, so confirm your specific work rather than assuming it's covered or excluded.

The order matters: apply for the business licence first, then the City Qualified Tradesperson registration. Doing it the other way round stalls you. Calgary also publishes a public list of licensed trade contractors, so a homeowner can check you before they call.

What Calgary Permits Actually Cost — And The Rule Worth Knowing[4]

Calgary publishes a fee schedule, and one note in it is worth real money on a new build. Note 11 reads: "Electrical, gas, mechanical and plumbing trade permits are included in the Building Permit fee for new single, semi-detached, or duplex dwellings." So on a new house those four trade permits carry no separate permit cost. On a renovation they do — a contractor trade permit is $112 processing plus $9.79 per $1,000 of construction value, with a $116.50 minimum once the Safety Codes Council levy is added.

The schedule also defines what "construction value" means, which matters if you quote labour-only or supply-only work. When you provide labour and material, the fee is based on the total value of both. When you provide only labour, it is based on what you charge the customer plus the value of materials the customer supplied. If you provide only materials, the value must still include a reasonable cost for labour. Under-declaring to shrink a permit fee is not a strategy.

One more, and it is expensive: "If an applicant begins work prior to receiving a permit, the applicant will be charged double the permit fee." Starting before the paper lands doubles the cost of the paper.

These figures are from the 2026 schedule (revision R2026-02). Calgary reissues it annually, so treat them as this year's numbers and check the current schedule before you put a permit fee in a quote.

Who Needs A Contractor Licence In Calgary[2]

Calgary is unusually specific about which work needs a contractor licence, and the line it draws is about construction rather than maintenance. Specialty trade contractors — carpenters, electricians, gasfitters, plumbers, framers, welders — need one. So do excavation services and heavy equipment operators.

Landscapers need one when the work is construction: building retaining walls, decks, gazebos, berms and raised beds, installing sprinkler systems, constructing paths, patios or sidewalks, or planting and removing trees. Lawn care and gardening — cutting grass, raking leaves, trimming or grinding trees and hedges — do not require a licence.

That distinction is worth reading twice if you run a landscaping outfit that does both. The same crew can need a licence for Tuesday's retaining wall and not for Wednesday's lawn maintenance. Business licences expire one year from issuance, and the City sends a renewal notice 45 days out.

The Provincial Rules Behind Every Calgary Quote[5]

Alberta charges 5% GST and 0% provincial sales tax, so a Calgary quote carries one tax line at one rate. If you also bid work in British Columbia or Saskatchewan you are tracking a second rate on those jobs; in Alberta you are not.

Under CRA's rules, taxable revenue below $30,000 makes you a small supplier who is not required to register for GST. The trade-off is input tax credits: without registering you cannot claim GST back on materials. For a trade buying lumber and fixtures on every job, registering voluntarily often makes sense well before the threshold forces it.

Certification requirements are provincial, not municipal, and they are not the same for every trade. Electricians, plumbers, gasfitters, sheet metal workers and refrigeration and air conditioning mechanics must hold certification or be registered apprentices to perform restricted activities. Carpenters, roofers, painters, bricklayers, concrete finishers and landscape horticulturists are optional certification trades. Note how closely Calgary's trade-permit list tracks the compulsory list — that overlap is not a coincidence.

A contractor who gets paid then has 7 days to pay subcontractors for work in that invoice. The Act also defines what makes an invoice a "proper invoice" — including a statement saying it is one.
